Like I stated earlier, Comeliness is not Charisma, its how others see you. If you have a high Comeliness score, then other will see you as beautiful, where if you have a low Comeliness, they see you as ugly. Charisma is how you see yourself, your sense of self, Comeliness is your physical beauty.

Since you are a Rogue, you do only get 1 feat, as Lobian said. The feats that would best suit you, depending on how you want to play are: Combat Reflexes, Dodge, Expertise, Improved Iniative, Iron Will, Lightning Reflexes, Point Blank Shot, Power Attack, Skill Focus, Toughness... Personally, I'd go with either Expertise or Dodge, as these will help gaining the powerful feats later on.

Now, if you want to metagame and really want to be powerful at higher levels, I'd take a few levels as a fighter, so you have more feats.

Also as Lobian stated, they are not by level because if you meet them earlier, then you can get them earlier. All depends on how you choose. There are no set rules in how to play, so feats just make your character more customizable.

Touching on Attack Rolls a little more, Base Attack Bonus is very similar to Thac0. Where Thac0 is 20 at first level, meaning to hit armor class 0 you must roll a 20. In D&D3e, you are now given Base Attack. Since you are not playing a Fighter Type, you don't have a bonus to hit yet. So, say you are going against something that has AC15. You must roll a 15 or higher to hit them. Now if you had a +1BAB you would need a 14 or higher to hit him.

AC in D&D3e goes up, rather than down. The higher the better, which is why you need a higher BAB to hit. Simple really. =) Also, unlike AD&D 2nd, there is no max on your AC. I believe the max for 2nd is -10. In D&D3e, if you have an AC40, it is possible.

Depending on what you choose as your starting package (Armor and such) you will probably have about an AC of 16 or so. The Base of 10, add in armor, such as Studded Leather which is 3 with a max Dex of +5. Now if your Dex is, say a 16, which is a +3. So base of 10 plus 3 from your armor, and 3 from your Dex gives you an AC of 16.
