Yes. That is why it is known as "System Reference Document." It contains ALL of the core mechanics from the PHB, DMG, and MM. It is 3 books in one, essentially. Oh yeah, plus it adds the PsiHB, but Jeni isn't letting that in.

I asked, and she said "sure," until I made a character she didn't know how to handle because it was too powerful for the setting.
