the council and the casinos?

at the risk of sounding like an eveing mail letters page loony - how can the council come to the decision that the NEC site (in Solihull lest we forget - the Birmingham NEC thing is more like the way cheap airlines say things like London Luton ariport) is their "prefered option"? Isn't that a bit like the USA saying Canada is their prefered option to situate Las Vegas in?

Forget for the minute the arguements for and against casinos in general, and event those for or against Birmingham City's Saltley casino plans - what jurisdiction can Birmingham City Council have over the application for a license in Solihull? They can be against the plan to have a casino in Birmingham, they are wrong as the ecconomic and social (huge new sporting facility AND community sporting facilites AND jobs AND regeneration of a derlict brown-field site unlikely to be siezed upon by luxury appartment builders anytime soon) benifits completely outwiegh any moral quarms, but they cannot say that Solihull can have one! Unless they're doing a NIMBY?

Is there something that the public can't see - I mean me, I've taken a deal of interest in this, being a Bluenose, but not submitted any freedom of information requests or anything, I'm not a sad investgative journalist or anything like that - does anyone here know anything in more detail? An ecconomic benifit to Birmingham of having people spend thier money in Solihull rather than our own city centre? Is there a reason why Birmingham couldn't have submitted a application to the Department of Culture, and let Solihull Borough Council submit one for the NEC? Why can, and do, the Council use public opinion for itself when it suits - the admirable renewstreet.com pressure site - while ignoring any number of polls that supported the Saltley (BIRMINGHAM) application?

I just can't get my head round it? can anyone else here?
