Caste standardization through High Council

There has been ongoing discussion of whether or not a group of members of any caste would make proclamations that affected the others of the caste.

We learn in this quote that the caste of players had a high council, and it is not noted that this was anything unusual for a caste to have. In fact, i find that the caste "system" remains quite similar regardless of the type of caste it supports.

So, in my belief, we have high councils of castes. We also have evidence that standardization among the caste from region to region occurred.

In this particular quote it is reasonable that the high council would standardize the rules of the game of kaissa. Tournaments are held in which one city is pitted against another and it is logical they would need to agree on some standard rules for the match.

It also makes sense to me that high councils of other castes would standardize certain things, while others would be left to the locals to decide.

For example - it would be difficult and pointless for the high council of the caste of Builders to standardize building materials. Each region builds with what is readily available and would depend on knowledge of those abundant local materials.

But it would not, in my opinion, be far fetched to consider that a high council of the Builders might standardize the process for building - ie: build the foundation first.

Of the castes, it seems possible to see a standardization for the caste of Physicians - given that their patients are for the most part the same all over the planet. Each made of flesh and bone, two eyes and so forth. Since not much varies from region to region it is plausible that a high council would have quite a bit to standardize if they so chose.

Merchants obviously have standardized, considering that Merchant Law is the only law that applies through all cities of gor.

It would not be unreasonable to accept that it was the work of a high council of that caste, that accomplished these standards.

Now i have stumbled across another quote that cements this opinion for me...

We have a *minor physician* discharged for incompetence, which i find interesting.

Even more poignant though is that the Initiates approach the High Council of the Caste of Physicians and demand that they put an end to certain research being done by caste members.

So, there is a High Council of the caste of Physicians and they do have the potential to discharge for incompetency as well as to stop aspects of medicine being carried out by members of the caste.

In this case, they choose not to do as the Initiates wish and their decision is supported by the Ubar when he is appealed to by the Initiates.
