Caste standardization through High Council

Now i have stumbled across another quote that cements this opinion for me...

We have a *minor physician* discharged for incompetence, which i find interesting.

Even more poignant though is that the Initiates approach the High Council of the Caste of Physicians and demand that they put an end to certain research being done by caste members.

So, there is a High Council of the caste of Physicians and they do have the potential to discharge for incompetency as well as to stop aspects of medicine being carried out by members of the caste.

In this case, they choose not to do as the Initiates wish and their decision is supported by the Ubar when he is appealed to by the Initiates.
