Langley Mill or Aldercar - which comes first?

I too lived in Aldercar (my birthplace in my passport is recorded as Aldercar as well), and the address was likewise "Aldercar, Langley Mill". This implies that Langley Mill was bigger or more important than Aldercar - which, let's face it, it was.

So, logically, it really should be Langley Mill and Aldercar, rather than Aldercar and Langley Mill
