I don't know when, but I assume that it was because all the various little groups of houses gradually got subsumed into the larger town of Heanor, and at the same time streets started to be given names. (I can't remember when it was, but some time mid 19th century, I have read that the only street name in Heanor was Mount Street, yet there are undoubtedly a lot of streets which are older than that date.)

Out of interest, what street is the substation on - "Housley Town" isn't actually named on any maps that I have seen (I've only seen Tagg Hill) - I know it's over at Heanor Gate way, I think on the main road, but I've never been 100% sure.
