With regard to who could use the facility, it was anyone with means to pay for the meal. No points were taken off the ration card. They must have been invaluable if you ran short of points on your card. The menus were fixed. The British Restaurants were run by a local committee under the guidance of The Ministry of Food. All the waste food was used by local pig keepers so nothng was wasted.

regards Phil

The Gazette Mar 26th 1942
British restaurant
Although working under somewhat restricted conditions by reason of non-arrival of certain component parts required for full equipment of the British Restaurant at heanor, a very satisfactory service is being maintained, an average of well over 200 meals being served each day.

The Centenary Hall was part of the Heanor Wesleyan Chapel, so the references by myself and Azzabuv are to the same premises.

I've just done a recheck and find the Heanor Centenary Hall, was also used for the providence of Wartime (British Restaurant) (WWII) cheap meals.
These meals were provided for service men, service women plus the general pubic.

Weren't these operated as a kind of NAAFI, for on-leave troops and other allied military?

I obviously don't recall it (youngster that I am!!!), but I know that the Wesleyan Chapels at both Heanor and Langley Mill operated restaurants during the war.
