Depends upon the pencil. If you use the artists/pro grade or higher, you can, except that the high wax content (which is what would keep it from smearing), will also very significantly hinder it from drying (you can try using a hair dryer on it's lowest setting, held high off the paper, and pan it back and forth slowly, that may help the water to evaporate, and leave only the pigment.

The lesser grade pencils (student grade usually), don't have as high a wax value, and depending upon what they use for the pigment, it may smear a bit (also how hard you press in with the brush, and the tooth of your paper make a difference).

All in all, I suggest avoiding it, because in all likelihood you're not going to get the effect you hoped for (whether it's because of lack of absorption into the paper, or problems between the pencil/paper and watercolor).

You can however, use watercolor pencils, and carefully control what part you wet, then when it's all dry fix it, you should be able to get some nice blends and whatnot that way (IOW, instead of trying to lay watercolor on top of the pencil, you're basically blending out the actual pencil). You can do this with regular pencil and mineral spirits (gamsol seems to be a favored one for such things), but only if your studio is well ventilated!

Hope this helps, but don't take this as the only advice. Try to get more artists input (in fact if you look up certain sites, artists who are regular contributors are often very nice and approachable, and can give you advice on subjects like these. I'm talking about sites that feature articles, etc. Like hub sites. When I first started with colored pencils, I remember contacting an artist who used to do articles and tutorials for a colored pencil website (that was associated with a magazine), and she was extremely friendly and helpful.
