with my current pop mods each non-home houses 17.25 peas and each home houses 34.5

im wondering if the game rounds the fractions or not? and if so, to what number?

I know that some numbers are truncated while others are rounded. I don't remember off hand which are which, but I'm pretty sure population is one of the numbers that gets truncated because that what happens to most of the numbers. I'm not sure at which point the number gets truncated either.

Truncated means that everythin after the decimal is ignored. It is essentially rounding down, so 11.9 is the same as 11.2: 11.

id think it should get rounded/truncated at the end, so that you never lose more than a peasant.

rounding every smithy from 15.9 to 15 would be no thx.

i have absolutely no knowledge on which to base that statement, other than it would suck if it were done that way.

It is all rounded at the end, so if you have 100 homes and a pop bonus of 23.49%, you have:
rounddown(100*30*1.2349,0)=3704
not
100*rounddown(30*1.2349,0)=3700
