a question about the effeciency calcs

The numbers in the teal boxes are the number of hours required to accumulate the plat/ore necessary to build a land gain of 7% (or whatever you set it to) including the increase in troops to keep your DPA, OPA, SPA, and WPA up to the levels you want them. All this means that lower numbers are better.

whats a target effeciency? lower is more effecient? i mean.. exactly what do the teal boxes mean?
