You should only have enough barracks as needed to house your current number of troops plus a day more at most (1 day so you can explore and build the barracks). Its a little trickier as an attacker. You have to have more than enough room between attacks but not too much.

As for an easy race to play I'd say Humans. They have a cheap efficient defender without any land requirements and a decent attacker that returns 3 hours sonner. Troll and Wood Elves would be my next two choices.
