a)energy can't be created or destroyed. But what happens when light energy changes to heat energy, and then the heat cools down to be changed into what energy?

b)and is it possible to get back the energy from whatever the energy the heat energy is changed to?

Firstly light does not create heat, it is the heat that creates the light, and the energy in the heat stays in the heat and goes into the environment.
