Newton's first law

It states: Every body persists in its state of rest or uniform motion in a straight line unless it is compelled to change that state by forces impressed on it.
Classically one defines the first law as the inertia law, which presumes the existence of a hypothetical inertial frame. But we know that the universe is expanding in all directions, so my question is: how an object “knows” that is accelerating when an inertial frame does not exists. Is the object “aware” of all the matter in the universe in any instant so that the property of matter called inertia can surface? If all the matter in the universe is in constant motion then inertia has to change through time. Correct?

Your in a very sticky situation here. Your trying to combine classical physics with classical physics. Not a good idea, because they just don't agree with each other.

If you want any more answers (which I doubt you will because you posted this in 2002) just ask.
