Here is a tip.

Go to the City of Ebonheart, and north of the Grand Council Chambers is a small Cave called Ebonheart Caves. It is underwater, so look around there. Make sure you are at least level 13, at a minimum. Go through the caves and talk to the imperial guardsman down there. He will attack you, and is hard ot kill. He is loaded with Lords Mail which is a legendary artifact he stole. Also magic will not work on him. After killing him, you will recieve the easiest legendary artifact in the game.
With a Heavy Armor skill of 35, it gave me 113 Armor, it also cures poison and resists magic. He also has some decent Imperial Armor and a Demon Katana.
